Productivity Measurement And Labour Standards

Mandate of the Department.

The Department was established in October 2010 in response to Government’s desirability to urgently check the low productivity index, global ranking and competitiveness of the country. The Department has three (3) Divisions, namely:

1. International Labour Relations;
2. Productivity Guidelines; and
3. Productivity Monitoring.

The main mandate of the department is to spearhead/ coordinate Nigeria’s International Labour Diplomacy and ensure improved national productivity index through the following:

1. Imbibing productivity culture and consciousness amongst the citizenry;
2. Reward excellence at work;
3. Product quality improvement;
4. Standardization and improved national competitiveness; and
5. Ensuring compliance with international labour standards and spearheading international labour diplomacy.

In order to achieve its mandate, the Department participated actively in the formulation of the first ever National Policy on Productivity. The Policy was approved by the Federal Executive Council in 2012 and was launched in 2013.

 The Functions of the department include:

• Planning, organizing, directing and coordinating productivity policy issues in Nigeria;
• Evaluating and monitoring on continuous basis trends on productivity as it affects economic growth and development in the country;
• Liaising with National Productivity Centre (NPC) to monitor and evaluate nationwide schemes for raising and measuring productivity in all sector of the economy;
• Coordinating surveys and researches on productivity matters for national development;
• Coordinating, monitoring and evaluation of International and National Labour Standards, i.e Conventions, Recommendations and Protocols.
• Coordinating and spearheading Nigeria’s ratification, domestication and implementation of International Labour Conventions.
• Implementation guidelines for productivity improvement in all sectors of the economy;
• Monitoring and advising government on salary and wage increases based on productivity performance level;
• Compilation of statistics for evaluation of trends on wages, and economic growth;
• Production and updating of National Industrial Directory;
• Publication and dissemination of quarterly reports on productivity issues;
• Serve as Secretariat for the National Productivity Council;
• Represent the Ministry at the Governing Council of the National Productivity Centre;
• Represents the Ministry on the Board of the Nigeria Maritime Administration and Safety Agency(NIMASA);
• Serve as the Secretariat of the National Labour Advisory Council (NLAC) and Professional Labour Officers Conference;
• Serves as the Ministry’s Gender Desk/Unit;
• The department also coordinates all labour administration issues relating to International Organizations such as the International Labour Organization (ILO), African Regional Labour Administration Centre (ARLAC), Organization of African Trade Union Unity (OATUU), Organization of Trade Unions of West Africa(OTUWA)African Union- Labour and Social Affairs Commission (AU-LSAC) etc;
• Coordinates /supervises the activities of the Geneva Desk, Geneva, Switzerland.

 

Recent Activities of the Department.

The Department participated and coordinated Nigeria and the Ministry’s participation at the following events:

1. 45^th Session of the a ARLAC Governing Council for Ministers responsible for Labour/Employment and Manpower Issues in Anglophone Africa held on the 26^th February – 1^st March,2019, South Africa.
2. 335^th Session of the Governing Body of the International Labour Organisation (ILO), 14^th -28^th March, 2019, Geneva, Switzerland.
3. 3^rd Ordinary Session of the Specialized Technical Committee (STC) on Social Development, Labour and Employment, 1^st – 5^th April, 2019, Addis Ababa, Ethiopia.
4. International Labour Organization (ILO) Centenary Celebration and 60 Years of ILO in Africa Anniversary, held Tuesday 7^th May, 2019.
5. Meeting on Draft Directive on Harmonization Labour Laws in ECOWAS Region, 22^nd May, 2019, Abuja.
6. 108^th Session of the International Labour Conference (ILC) of the International Labour Organization (ILO) held 10^th – 21^st June, 2019 in Geneva, Switzerland.
7. 45^thB Session of the ARLAC Governing Council for Ministers responsible for Labour/Employment and Manpower issues in Anglophone Africa held on the 20^th June, 2019, ILO Building, Geneva, Switzerland.
8. Meeting of ECOWAS Ministers of Labour and Employment on Harmonized Engagement Laws and Decent Work, 19^th July,2019, Abuja.
9. Global Youth Employment Forum (GYEF), 2019 of the International Labour Organization (ILO), 1^st -3^rd August, 2019, Abuja.
